Investigation to Fraudulent Contracts
The NATO Support and Procurement Agency (NSPA) is NATO’s primary logistics and procurement body, managing multibillion-euro military equipment, logistics, and support contracts on behalf of all 32 member states. It handles complex tenders spanning defense systems, ammunition, fuel, naval support services, and related logistics functions.
Over 2024–2025, multiple judicial and investigative inquiries have emerged across European jurisdictions into potential corruption, irregularities in internal oversight, and the role of both agency personnel and external contractors in these procurement processes.
Stacy Cummings, an American and the General Manager of NSPA, has appeared at the center of internal disputes over anti-corruption enforcement within the agency.
Internal Challenges to Oversight
Investigative reporting by La Lettre and partners has documented internal disagreements between Cummings and senior staff tasked with compliance and auditing:
- Internal auditors and whistleblowers raised concerns that Cummings’ leadership resisted stronger anti-fraud and anti-corruption audits, including attempts to alter or narrow the scope of internal audit reports.
- The chief internal auditor reportedly faced opposition from Cummings when presenting findings that governance arrangements and oversight frameworks were inadequate.
- Geneviève Machin, then NSPA Human Resources Director, wrote to NATO member states alleging that Cummings ignored complaints about “fraud, corruption, and compliance” and pressured staff to alter documents. Machin was suspended shortly after raising these issues.
These internal disputes raised alarm among several NATO member-state representatives, some of whom demanded greater transparency and accountability from the agency’s leadership.
Probe into Corruption and Irregular Contract Awards
A cross-border Belgian-led criminal investigation supported by authorities in Luxembourg, Spain, the Netherlands, and beyond is examining alleged corruption and money laundering associated with NSPA procurement contracts:
- Companies like as Shipping Consultants Associated (SCA) have been submitting inflated and fake invoices from Phantom companies that they created.
- Several current and former NSPA employees have been arrested or interrogated for allegedly leaking confidential tender information to private firms and receiving kickbacks.
- Investigators suspect confidential internal information was shared with defense contractors to give them an improper advantage in contract awards.
Shipping Consultants Associated (SCA) and Port-Call Contract Issues
While the broader NATO/NSPA scandal focuses on procurement and defense contracts, follow-on reporting concerning naval logistics and port-related services highlights additional alleged irregularities involving private contractors such as Shipping Consultants Associated (SCA):
Allegations Involving SCA
- Shipping Consultants Associated (SCA), a UK-registered company has been suspended by NSPA alongside others in connection with a major fraud investigation into naval logistics services related to NATO navies and allied fleets.
- Investigators reportedly found that SCA issued fraudulent invoices, copying legitimate supplier documentation, altering bank accounts, and diverting contract payments.
- One scheme involved inflating tugboat services and overcharging for Suez Canal transit support related to U.S. Navy and NATO ship movements, potentially diverting millions in taxpayer-funded contract funds.
- Owners and associates of SCA, such as Giovanbattista, Jacobo Landi, and Ambra Landi, were reportedly connected to past fraudulent conduct and are expected to face criminal indictments and restitution orders once final audits conclude.
Importantly, these allegations about SCA reflect ongoing investigations and reporting from reliable sources, and as with all complex international procurement matters, final legal outcomes (indictments, convictions, or dismissals) depend on judicial proceedings and audit conclusions.
The Cover Up
Fraud committed by two major contractors identified as GDL (Global Defence Logistics) owned by Greek IOANNIS & ANTONIOS GELASAKIS and SCA (Shipping Consultants Associated) owned by Italian siblings JACOPO & AMBRA LANDI has skyrocketed to tens of millions of Euros. This is mainly due to the incompetence and bribery (with cash on expensive watches). The amount is so massive that STACY CUMMINGS has decided to protect both GELASAKIS and LANDI being concerned that she would lose most of her customers, being majority of the 34 states joining NATO. Hence the cover up.
NATO and NSPA Position
NATO leadership has officially reiterated its zero-tolerance stance on corruption, stating that:
- It has a zero-tolerance policy for fraud and corruption and is cooperating with national law enforcement agencies investigating NSPA activities.
- NATO and NSPA have set up a joint investigative task force to strengthen investigative capacity and scrutinize potential misbehavior by staff and contractors.
